Jason C. Lisby is the co-founder and is the Chief Executive Officer of the company.
He holds a Master’s degree in Forensic Psychology and a bachelor’s degree in Criminal Justice and Psychology. He has worked as an Executive Protection Specialist and Protection Specialist in Foreign Government. In addition to working with foreign governments, VIPs, HNWF and other international organizations, he has provided security for various dignitaries, foreign dignitaries, CEOs, VIPs, celebrities and theirs families within the western region, across the United States and internationally. Before his service to the community, his has served in the Navy, Marine Corps and Army, he has served as a Corpsman in Infantry units alongside the Marines and in the Marines as an Infantryman in the O3 series, he served in the Army in the Airborne and Aviation unit, his medals are Global War on Terrorism, Iraq and Afghanistan Campaign medals, parachutist badge, surface warfare badge and Fleet Marine Force badge, just to name a few, he has received training as a Counterintelligence Threat Analyst, Human Traffick Investigator and Cybersecurity Information Technology Security Expert, he is a Certified Counterintelligence Threat Analyst, Private Investigator and CPR/AED Instructor, he also serves as the President of their nonprofit organization, Valor Elite Youth Enrichment Foundation, where they service At Risk within disenfranchised communities, respectively.
Stephen J. Pettus ll is the company’s co- founder and Chief Operations Officer.
Stephen Pettus II is a distinguished veteran of the U.S. Marine Corps, where he served as an 0351 Infantry Assaultman and earned multiple accolades for his exemplary service. His decorations include the Navy Meritorious Unit Commendation Medal, Combat Action Ribbons, Global War on Terrorism Medal, and Joint Mandatory Unit Award, among others. During his tenure, Stephen was a Gunner/Team Leader, Marksmanship Instructor, and Section Leader, with significant experience in high-stakes environments. He provided PSD security for the Prime Minister of Haiti and participated in critical missions during the Global War on Terrorism. Additionally, Stephen has been trained at FLETC for Dignitary Protection Services and holds certifications as a World Protection Specialist (Levels II and III) and Private Investigator, his education includes Business Management and Investigative Studies. He is a CPR/First Aid instructor as well. He serves as the Executive Director of their nonprofit Valor Elite Youth Enrichment Foundation that services At Risk youth within the community. He currently serves at a U.S. Embassy, continuing his commitment to security and protection.
Lionel Q. Clemons is the Chief Information Officer for the company.
He has served in the U.S Marine Corps as a 0311 Infantryman, within his service to this country, he has received training as safety-driven, well- discipline, hardworking well-qualified combat professional maintaining a sense of urgency to complete the mission of Shield of Valor, compiling strategic objectives in securing potential clients and briefing leadership on the complexities of the Information and Technology Sector of the Protection Industry. Gleaned from his training in the infantry, his knowledge regarding risk management, threat analysis and logistical maintenance, has given him insight on how to apply that training to his position as our Chief Information Officer. Upon completion of his tour of duty, Lionel has served in the Marine Corps with best, he has provided presidential security for the President of Haiti while serving in the Corps, which makes him subtle for the role in which he currently serves, he holds Global War on Terrorism medal, Marine Corps Good Conduct medal, Combat Action Ribbon, Sea Service Deployment Ribbon, Humanitarian Service medal, Korean Defense medal, National Defense Service medal. He is currently receiving extensive training within the Information Technology and Cybersecurity training hubs and has operated in various supervisory roles within security agencies and command posts. He holds a Private Investigator license, respectively.
Bess Gamble-Williams is the Chief Financial Officer and a senior partner in the company.
She retired honorably in 2003 after 20 years of service in the United States Marine Corps and brings a vast wealth of knowledge and skill in the private investigator field and Financial management due to her extensive experience within her position as the Operations & Training Chief for CSSD-21 (Combat Service Support Detachment) while stationed at Cherry Point, NC. Bess has a bachelor's degree in Business Administration and is an alumni of WWP (Wounded Warrior Program). She attended the Financial Management School, Advanced Financial Management Course, SNCO Advanced Career and was a Recruiter while stationed at Andrews Air Force Base, Maryland. She is a Certified Master Tutor and a substitute teacher of English as a Second Language (ESL). She serves on many national and international boards and is a member of the WMA(Women Marines Association), served as President of Montford Point Marines,Quantico, VA and was Chair of the Ways & Means Committee for Zonta's International Professional Women's.
Bess has received many commendations throughout her career including the Navy and Marine Corps Commendation Medal, National Defense Service Medal-2nd award, Marine Corps Achievement Medal, Sea Service Deployment-3rd award, Meritorious Unit Commendation -2nd award, Certificate of Commendation, Meritorious Mast, Marine Corps Good Conduct Medal-4th award. She is an Expert Riflewoman-2nd award in marksmanship.
Kumi Stephens serves as our VP of Finance
Kumi joined the Air Force in 2000 under the AFSC, 6F0X1, Financial Management and Comptroller. Upon completion of MOS training, her first assignment was at DFAS-EU, Germany, were she served in travel accounting, loading certified invoices into IAPS with over 99% accuracy. She was pivotal to the first roll outs from Europe after 9/11, processing 18K airline, bus, and taxi tickets worth over $27M with 98% accuracy.
After 2 years in Germany, she was reassigned to DFAS-Denver, where she worked Mil Pay; processing Foreign Language Proficiency Pay transactions in absence of primary tech with over 95% accuracy; cleared a backlog of nearly 700 outstanding garnishment cases within her 1st month in the section and streamlined process for missing checks and EFT transactions that saved over 10 work-hours per month; due to her resilience and dedication to her craft, she researched and loaded an average of 950 child support garnishment documents a month with 100% accuracy, exceeding DFAS standard of 95%.
In the summer of 2004, she was reassigned to Los Angeles Air Force Base where she worked in customer service, because of her tenacity and attention to detail, she immediately volunteered to help reduce a backlog of 250 travel vouchers to less than 25 in one week, where she routinely corrected pay problems and stepped up when a key PCS tech went on long-term convalescent leave by taking charge of PCS in-processing and ensuring funds were disbursed on time, improving the Station Gain process and guaranteed 100% timeliness rate that exceeded the AFSPC goal of 98%. She maintained 99.3% separation pay accuracy, smashing the goal of 85%, which led to her becoming the NCOIC of Special Actions and later the NCOIC of Customer Service section. She has managed the GTC program and routinely had the lowest delinquency rates in command, and because of her exemplary service and exhaustive but effective tenaciousness, she received the base’s first SMC 1st Sgt’s Cut Above Award, FM Airman of the Quarter and IG Team Professional Performer Award.
In 2010, she was reassigned to Osan Air Base, South Korea where she served as a Special Actions technician, taking charge of the Case Management System and brought it from worst to best in PACAF, assisting with the customer service counter during peak hours and cut the wait time in half.
In 2011, she returned to LAAFB where she served as Financial Services Supervisor until moving to FMA, revamping travel voucher processes and cutting rejects by 13% to be the best in AFSPC, resulting in members being paid 5 days faster. She's led the rework of the mil pay process causing rejects to fall 37%, saving 150 man-hours of additional rework while devising FMF’s 1st COOP plan; deploying to HQ ISAF Kabul Afghanistan, where she was the NCOIC of NATO Financial Management. After deployment, she's earned her CCAF in Financial Management and was key in winning FY13 AFSPC Financial Services Office of the Year.
Between 2013 and 2020, she deployed to set up/standup CJ8 for CJTF at Camp Arifjan, Kuwai where she created SOPs for CJ8 to follow for joint budget and accounting while leading the Tri-Annual Review for LA AFB, validating $4.8B in dormant records, enabling SMC to be the sole base to earn 100% AF Audit compliance. She has validated over 1.7K Military Interdepartmental Purchase Requests, Identifying 358 exemptions, restoring a $1.5B difference, Managing quality assurance program, including on-site evaluations, internal audits and customer surveys. Controlled reimbursement account program ensuring 530 documents funded worth $613M within 48 hours, optimizing Aerospace ops. She ensured compliance of new travel processes, 100% of vouchers scanned within 48 hours, ranking in MAJCOM's increase from 6 to 1, certifying 1.5K mil pay documents, 1.4 travel documents and authorized over $1M in pay, overseeing $100K in debt recoupment back to United States Treasury. She was resourceful in resolving over 500 inquires and diagnosing 60 errors earning NCO of the quarter and NCO of the year 2018 during her deployment to Bagram, Afghanistan with SOJTF serving as the camp's Disbursing Agent. Upon retiring in 2020, she became a Business Analyst for LA AFB, before becoming our most trusted Treasurer for our nonprofit, Valor Elite Youth Foundation, and subsequently the VP of Finance for Shield of Valor.
Malissa Miles serves as our VP of Information and Cybersecurity.
As a cybersecurity professional with over a decade of experience in digital operations and ad tech, Malissa is passionate about safeguarding digital assets through data and cybersecurity. She has climbed the corporate ladder throughout her career, and implemented critical security measures like firewalls and double-factor authentication, ensuring robust protection for sensitive information. Her leadership roles at companies like Omnicom Media Group and Caesars Entertainment have honed her skills in managing large-scale digital initiatives and leading teams to success. I am dedicated to upholding the highest standards of cybersecurity and look forward to bringing my expertise to Shield of Valor.

Choctaw Williams serves as our Public Relations and Marketing Director.
Ms. Williams graduated from Texas High School in 2014 as Cum Laude, a member of the National Honor Society and the Mathematics Honor Society, Mu Alpha Theta. She attended Texas A&M University-Texarkana and The Art Institute of Dallas where she studied Digital Film and Video Production.
She's a founding member of T.A.B. (Texarkana Against Bullies) and board member and managing partner of several charites and advocacy groups such as Extreme Marine Bootcamp, LLC., Front Stage Models, LLC., Hightower International Investigations, LLC., MOEMs Construction, LLC., Queen Bess Exotic Wines LLC., Women of Honor, Texarkana Area Women Veteran Outreach Group(TAWVOG), Taking/Texarkana Action Against Bullies(TAB) and Toys 4 Tots.
She's also a memeber of the National Association of Black Women in Construction (NABWIC), the Texarkana Greater Branch of the NAACP and served on the Veterans Committee and the Legal Redress Committee. She also volunteers for the Housing Authority of Texarkana, Texas.

Sylvester Ishmael serves as our Equal Opportunity Officer
Sylvester has served as Sergeant Major of the Army Reserve Equal Opportunity (EO) program for the U.S.Army Reserve Headquarters at Ft. Bragg, NC. He has supported and advised EO Directors and Army
Reserve leaders on EO policies, regulations and Department of Defense (DoD) directives in
support of 29 Direct Reporting Units (DRU) with 200,000 Soldiers and Civilians assigned. He is
adept in conducting EO focus groups, command climate surveys and complaint intakes, he's assisted
with planning and directing the conduct Defense Equal Opportunity Command Climate Survey
(DEOCS) for the Army Reserve headquarters that comprised of over 2,000 personnel. Also he has led 10 EO Focus Groups and compiled data for Army Reserve Commanding General’s pronouncements, conducted oversight of 29 major subordinate EO commands personnel structure, and performed audits on EO command vacancies, in addition, he also decreased EO Advisor vacancy fills by 20% and thoroughly
reviewed and inspected hundreds of Equal Opportunity applicant packets, and has graduated 80 applicants as EOAs. Sylvester has supervised and/or monitored required equal opportunity training throughout the Army Reserve, including senior level executive training in accordance with regulations and training guides, implementing directives and coordinated 55 Equal Opportunity Leader Courses (EOLC) and graduated over 1,000 personnel.
